Performance issues after queueing or exporting a video

Hey guys, I am experiencing this issue lately with the newest Premiere 2023 version on Windows, where the performance of Premiere drops to absolut zero, not workable anymore, after I export a clip from my timeline or put it in the media encoder queue (without it rendering yet). Besides that everything works fine, even after the performance drops there seems to be no problem with my hardware. I'll apply a screenshot of the CPU and RAM usage. 

Whenever I restart the program and until the point when I export something, there seems to be no issue at all! Everything is working fine.
