Pixelation in Exported Video

When I export videos, there's this 'pixelation' happening at the cut between some scenes. I've attached a short video as an example. It doesn't matter if I use CUDA, OpenCL, Memory in the Media Encoder, or export it in Premiere Pro.

Here are the specifications of my computer:
