Playback Artefacts Premiere

I am seeking help regarding the artefacts that appear in my video footage when editing with Adobe Premiere. I have attached Video that demonstrates the issue. The video was recorded using my phone, while filming the screen and is slowed down. The problem persists no matter what footage I use or frame rate I select. I have followed all the basic Premiere Bug fixing steps such as reinstalling the software and updating the drivers, but the issue persists, no matter which project, where i edit from (server, ssd).

Interestingly, the artefacts do not appear when recording the screen using OBS. Additionally, playback on other programs appears to be just fine.

I would appreciate any guidance and assistance in resolving this issue. Thank you for your help in advance.
