Playback delay after pressing the play button Premiere Pro 2023 edition

Hey guys! My name is Ben, and I am a video editor for multiple different YouTubers... In the past 3 months, ive been dealing with an issue where my "play button" in premiere pro simply takes 8-18 seconds to initiate the playback... I've tried almost everything under the sun to try fixing. Which I will list down below... If anyone has any ideas on how I could fix, that would be appreciated 🙂 

Specs:

Nvidia RTX 3070
Ryzen 7 5700x
32 gb ddr4 3200 speed RAM

Fixes tried: 
Updating Windows

Updating Premiere

Updating Drivers (Audio, and graphics)
Updating Bios
Clearing Cache
Changed amount of allocated memory from 4-30gb
Used Proxies
Changed Video playback to Software, while using cuda, and vise versa
Changed which drive my premiere pro is installed on
Changed playback resolution
Changed Premiere pro version
Disabling lumetri scopes tab
Disabling my microphone input
