Playback Framerate drop?

For some reason my playback drops a huge amount of frames varying from 60 to 300+. Res has been dropped to 1/4, High Quailty Playback is not enabaled, and I've tried using Proxies, but the video playback is having the exact same issue with proxy as the orginal file. Sequence setting match video too. Im not editing any 4K footage either my computer should handle the footage just fine. 

 

I did try exporting a clip and it came out just fine with not jitter I just dont know why my playback is so jittery cant really edit much with this problem anything helps.

 

Computer Specs:

Ryzen 5 3600

16GB RAM

GTX 1660Ti

Windows 10 64bit 

 

Heres a quick clip of my plackback screen recording didt capture the framerate, but it peaked at 336 framerate drop.

    UPDATE: found that my RAM Memory is maxing its self off as soon as I press play to preview playback. RAM usauage from task manager is 99%.

     

    Has anyone else had this issue could use fix asap I have a deadline for a video.

    Hi michael12uiz,

     

    Have you connected any audio I/O interface to your system? Please send us a screenshot of the Audio Hardware preferences window (Edit > Preferences > Audio Hardware). Also, to check for the RAM utilization, let us know the amount of RAM reserved for Adobe apps in the preferences (Edit > Preferences > Memory) and the exact amount RAM used by Premiere Pro in the task manager. We're here to help, just need more info.

    Turns out my motherboard was having DRAM issues due to a faulty port. Motherboard was replaced and problem was fixed appreciate the help.

    Sorry for the trouble. Please share the details of the media you are working with (frame rate, frame size, codec and format). You can also try resetting the preferences and check if that helps.
