Playback glitches/artifacts on exported video

I'm putting together a video for work. Im a bit of a beginner.
I keep getting these playback glitches or artifacts that happen during playback of my exported videos.
They're not "in" the video itself, as in if I scrub back to where it happened and play it again it typically doesn't happen again. It seems to happen about once or twice every few minutes.
https://streamable.com/eug7xz Here's a clip of it happening, sorry for filming a screen.
I'm using premiere pro, it's up to date. GPU drivers up to date as well. Tried restarting and exporting again same issue happens.
Any ideas as to what could be the cause?
Another glitch/artifact happens at the same time. But it only happens in the VLC player, I tried the windows player and that specific glitch doesn't happen.
Config: H264. VBR enabled. (export)
System specs, Ryzen 3800x, RTX 3060, 16GB 3200Mhz
Premiere Pro 24.1.0, Export H264 (Using default "1080p HD template")
Footage: HEVC (with VFR), Filmed on my phone
I thought VFR might be the issue as people online seem to say it's typically problematic but the artifacts/glitches also happen on scenes where there isn't any footage and it's just images/diagram
images of the same time showing glitched at first, then normal when playing it back
