Playback issues

Hi all, I have been using Adobe for a little over a year now and I recently had some playback issues. Any time I play back a timeline. The timeline stutters and the sound cuts out periodically. This occurs on multiple projects and multiple drives I checked just to make sure. I've tried cleaning up my boot drive to make sure that wasn't the issue. I've tried enabling and disabling hardware encoding. I've tried updating Premiere I have run tests to make sure that all the drives are functioning. I've tried running proxies at a lower resolution I've Nothing seems to work. I've been to Adobe customer support and they were able to fix the issue temporarily, but when I rebooted it started happening again. Even though all the settings and changes were the same. I honestly have no idea what's going on and I am at the end of my rope.  For reference, I am running a 2060 Super with a Ryzen 7 5800x And 32 GB of T Force 3000 mega transfers per second RAM ,I'm also running premier version 23.3 On a Windows machine/ 's to my knowledge should be more than enough to edit 1080 P footage smoothly. Although I could be wrong on that account. Like I said I just don't know what to do at this point I've tried a bunch of troubleshooting steps, hence why I'm here.
