Playback Issues while make small edits on Program/Source Pane (Frequent)

Hey so this has been happening for the past couple weeks and I have yet to figure a solution. Whenever Im editing small cuts in videos, the preview just freezes and doesnt work. I can still make edits in videos but the preview is non responsive. before you ask, yes I have updated my drivers to latest studio drivers, I have tried viewing previews, changing my layout, and tried deleting and reinstalling premiere. Anybody have any solutions? you can even see in the video that i open a source video to show that preview pane has been completely broken. The video will straight up wont play. I have a Dell XPS 17 9710 (RTX 3060, i7 11gen processor, 16 gb of ram)
