Playback monitor bleeds over to main monitor

I have this weird thing that happens every time I switch from premiere, to another program, back to premiere. The playback monitor messes up and stretches to cover half of my main monitor. It's quite annoying to deal with.

I have provided a video.

Does anyone have an ideas?

Yea ... I've had that happen off and on for a couple cycles now. Very annoying as you note. I've posted about this on the UserVoice, voted "up" a couple things in the past.
