Playback starts frozen, but audio works for about 5 seconds then also freezes.

Here's an odd one reported by a user today...

Trying to edit a video. When she pushes play, the image from the first frame of video will appear, but it never moves. It looks like it's a static image. However, the audio will play for 3-4 seconds, but will also freeze.

This is on a Surface Studio Pro with 16 gig of RAM. All updates have been installed for Adobe as well as Windows. An identical machine for another user is NOT having the problem, but works just fine.

Any suggestions on what to look for between the two, to correct the issue?
We have tried resetting the workspace, as well as clearing the media cache.

It could also be the speed of the computers, what other applications are open at the same time --- 
or could be you need to reset your preferences. 

Hold down Opt(mac) or Alt(pc) + Shift:  to Reset app preferences and reset plugin loading cache, and media cache.

In the lower right hand of the interface look to see if there is a blue progress bar happening to show that the footage is being processed. If so try waiting until the clip is processed before trying to play it.
