Playback terrible in 4K... not useable

I have premiere pro 23.5.0 

AMD Ryzen 7 5700x 8 core processor 3.4 GHZ

Graphics card AMD Radeon 6500 XT

16 GB Ram

Cannot even playback already rendered PP file. Did the cache and update driver thing. Checked the community and they said it was probably a VFR thing. But that reponse was 2 years ago. But don't have VBR in my footage and I don't think VFR is a issue in PP 23 anyway. 

 

So is it a processor/graphics card issue? Any Suggestions

But what is the format/codec? That's what matters.


I changed the format from Quicktime to I-Frame only MPEG then rendered  the yellow in the work area and presto full playback

This is a premiere pro file that was sent to me to view the edit. The footage is 4K I have rendered it so the work area is all green and it still is very choppy and uneditable.

Does the playback stutter, or you literally can't start the video by clicking the "space bar" or play button?
