Playhead doesn't move until Paused, Stuck where previously paused during playback, Jumps after pause

The Playhead/cursor keeps getting stuck until I'm paused, then it jumps to where the video paused.

1. Press play

2. The cursor head doesn't move at all no matter how long I'm letting the video run.

3. Press Pause 

4. The cursor head jumps to where it should be in the timeline.

 

This glitch started a couple weeks ago when I started using premiere pro on my laptop but when I switched back to using it on my pc it was still doing it.

The only other difference I can think of is now I have my content on an external harddrive instead of my internal hardrive since I have so many hours of raw footage downloaded to edit that I can't have it just stored on the internal drive.

I don't have any 3rd party software or plugins running. 

My PC is an NZXT with the following Specs:

-AMD Ryzen 7 5800X 80core processor

-(MSI) Geforce RTX 4070Ti

-32GB / RAM

-Windows 11

Resetting the workspace seems to have done the trick. It was fixed after going to the top bar and going through the following path:

'Window>Workspaces>Reset to Saved Layout'

Unfortunaly this fix appears to 'break' if you enable the Effect Control panel. Turning it off and on directly affects the main timleline playhead moving while playing.

Additonal info - it appear to be when the Effects Control panel has *focus* that the main timeline playhead breaks

Have you tried resetting preferences and/or reseting your workspace?
Reset your preferences by holding shift+alt (or option) when you launch Premiere
