Plugin which automatically creates edits based on time-synced transcript page/line designations

I'm looking for a plugin which automatically creates edits in a timeline based on time-synced page/line ranges.  The plugin would be provided video, ASCII transcript associated to said video.  Each line of text in the transcript has a time-stamp.  Plugin would accept this file, automatically make edits, ripple delete, add transitions.   Is such a thing possible?  Can anyone recommend a qualified dev?

That sounds tantalizingly near-possible.

Please provide (directly; b b b at adobe dot com) a step-by-step description, from the User's perspective, of the workflow(s) you'd like to support, and I can provide better guidance.

I've just went you an email with an attached PDF.  I created it editing snapshots of premiere in Photoshop and Illustrator.  It contains step by step instructions of the desired plugin.  Let me know if this is helpful.
