Pop Filter Neon Shadow FX

So Instagram has this live neon shadow filter called SombraNeon or OutlineNeons by ChristianBellS. I was wondering if it was possible to do this with shadoows in AFX or for motion VFX. I know how to emulate it in PS with filters but I wanna do it with video using Adobe somehow. Thanks!

I have found a way to do it using find edges effect in Premiere with the invert box selected. Then by creating a scond layer and using a lighten blend mode and medssing wiht the opacity.  Any other ideas would be appreciated.
