PP 2024 crashes without error when scrubbing HEVC files on PC

This is going to seem like a lot but I have been encountering this issue on my PC and NOT my Mac so It is making me crazy. While editing 4K video, CLOG3, straight from my Canon R7, 10 Bit HEVC, using proxies, the system still crashes while working. Usually while scrubbing the timeline but also during render or export. I have gone through endless diagnostics with the Adobe support team and the ONLY thing they can see might be the problem is in the Windows Event Viewer, it shows it crashes on an HEVC file. 

 

My system is MORE than capable and listed below:

Windows 11

Intel I9 14900k

MSI 3070TI GPU

64gb DDR5 Corsair Vengeance Ram

All drivers updated

 

While trying to diagnose I have unistalled, reinstalled, and clean installed all adobe files and windows itself. Renamed files, dumped cache, run multiple diagnostics tools, all with no results. The issue happens whether I use proxies or not. 

 

Like I said this issue does NOT happen when using same files on my Macbook Pro so I am really confused. I spent a lot of money to build an editing rig PC and for it to be this constant of an issue is just frustrating. Has anyone else experienced similar issues?
