PP lags heavily (unusable) after Game Bar Capture

So I bring up a video online, use the Xbox Game Bar to capture a video (.mp4 file), and import it in to Premier Pro. 

I'm using the latest version of Pro. The entire program becomes unusable from even the smallest clip. It still is running, meaning I can play the videos but the sliders don't work, you can expand and retract the timeline, you can't unlink/link, etc.... It's like it freezes everything and every once in a while (after 30 to 60 seconds), everything will update to all the actions you've taken up to that point but it still is frozen. 

 

Again, you can hit the play button in the preview window and the video plays fine. 

 

This is PP on Windows 10. Only happens with the game bar videos. 

 

Any ideas?

Please use the free MediaInfo and post a screenshot of the properties of your media in tree view:

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate:

Shows 30 FPS. Nothing says variable. I attached a picture.

I also used handbrake and converted the problem video but same result.
