PPro 2020 Crashes at Effects Workspace/Panel

After upgrade to PPro v. 14.0 the application crashes when I go to the effects workspace, or any custom workspace with the effects panel visible.

These steps are repeatable:

1. Import video from Assembly workspace and create new sequence; can trim, etc., no problem

2. Click Effects workspace and app shuts itself down

The exact steps work fine in v. 13.1.5

None of the following have worked:

1. trash prefs

2. Update video drivers

3. Reboot PC

4. Try project files known to work in v. 13.1.5

System:

1. Win 10 (1809) 64-bit

2. i7-6800K

3. 48 gb RAM

4. GTX 1060 6gb
