Preferences window not showing

The Premiere pro preferences window doent show up. Dont matter if I choose general or playback or anything else.

I tried resetting prefs via ctrl+starting and I tried reinstalling. The window doesnt hide under other tabs or windows. I tried not to open a project and load the prefs. Doesnt work either.  No third parties plugins.

 

I'm on Premiere Pro 23.6.2 working on a production. Windows 11 pro. 

HP-z4, Intel i9-10980XE
