Prem Pro mask and blur problem

I'm using Prem Pro CC2018 on PC.  I'm redacting video for our Legal Dept.  I create a few masks over people & info, then I apply the Gaussian blur to protect their identity.  I have done this the same way many times before; no problem.  Today I've done the same, it looks correct in preview but when I render it, everything, the entire frame is blurred.  I tried all the different types of burs, i tried just horizontal and just vertical, I tried repeating edges...same affect; after rendering it blurred the entire clip.  Anyone who can help provide some insight and how I can fix this, would be very much appreciated.
