Premier

My version of premier keeps disappearing. I have to download frequently. One of the things that is missing now is the ability to change the interface to all dark. When using it seems that it is an online version and not a desktop. 

And I lose my workspaces for previous projects. I am assuming that this is so because of constant updates.
IDK. But frustrating.
Can someone from Adobe help me?
