premier pro 2019 ver 13.0.1 lags and crashes during export

This question has been asked before but mostly by Intel and Nvidia users, and updating a driver for them seems to fix it.

here's my hardware

AMD Ryzen 1700x

Radeon R9 270x

16gb ram

250gb ssd just for source files

so I've been using premier pro 2018 (ver 12.1.2) perfectly fine, no crashes, everything works fine workflow is smooth and dandy.

Then 2019 (ver 13.0,1) comes out and now i'm starting to see alot of stuttering, lag and basically crashes when I input text base graphics.

exports usually hit 99% and crash with this error code #1609629690

here's whats I did

-update all my drivers, GPU drivers seem to help slightly, it used to crash at 20% and now it crashes at 99% (improvement yes?)

-update my mobo bios and chipset drivers (didn't effect anything)

-re-seating all my internal hardware and cleaning my desktop (hey i'm desperate)

-install premier pro 2018 version 12.1.2 (works perfectly fine, but for some reason I can't drag graphics onto my timeline)

2018 version 12.1.2 also exports videos alot faster than 13.0.1 (and 12.1.2 doesn't crash at the end)

can someone please help me?
