Premier Pro fails to open at loading add-ins

I have a user that has Premiere Pro CC 2017 (11.1.2). When she tries to open it the splash screen comes up and Locks when loading the importerquicktime add-in. We had this problem before. Last time it was caused by the user not having "owner" rights to the network user folder where her work is stored. I have checked this time and the permissions are correct. She is running Windows10 x64 V1703 Build 15063.483. Other users on that machine work ok. We have tried the Alt+Shift and opening the application to reset the add-ins. That didn't help. Any help would be appreciated.

    We found the solution and kept everything on our network drives.

    Our solution: When using a network drive some additional rights are needed for Adobe to work correctly. Even if the user has Owner and
    Admin rights to their personal folders. The problem comes in where Adobe must think it needs rights to folders higher up in the chain (which users don’t have rights too). In order to make it work for our user we had to give the user “Traverse folder / execute file”, “Create folders / append data”, “Read permissions” at the folder level one higher than the user. Basically to the “user” folder.

    All I can think to suggest is Steps 3g and h below.

    Those steps aren't really an option. We are a company and have Group Policies set to have user folders redirected to servers. Setting up another computer just for this is also silly... I can't believe that's even an option. While it may work I can't put two computers on a desk so someone can use one program. Neither of those solutions actually solve the problem. They are just work-a-rounds. I'm hoping for an actual solution.

    Well, the idea is more to have an editing station, where only editing occurs.  A separate desk.

    If you need network connectivity, then you might also need either Adobe Anywhere or Team Projects.
