premier pro freezes when exporting

premier pro freezes when exporting, im running a PC with Intel I9 processor, and 64gigs of ram, 850 watt power supply. it allows me to do 1 VBR pass but freezes at 70 percent on 2nd pass.

I recommend skipping that second pass. All you really get from that these days is a longer coffer break.
