Premier Pro won't export luts, can't choose where to save new project

Good day,

I start having this issue a month ago out of nowhere, there was't any update to program which could be the cause to issue.

All my problems:

1. Can choose the folder whee creating a new project.

2. Can choose the Look/Lut when editing. When I press browse it show the allert : Lumetri color     AEVideoFilter 13 .

3. If try to grab photo from video browse button is not responding. 

It must be all connected to one issue. 

I've already done: 

1. Re-instal Premier Pro

2. I've done Adobe Cleaning Tools

3. Re-instal all creative cloude APP.

4. Restore my Laptop to factory setting.

I work on  MacBook Pro (15-inch, 2018)

32 GB 2400 MHz DDR4

Radeon Pro Vega 20 4 GB
