Premier Pro Won't Load - Stuck on 'Loading ImporterQuickTime.prm'

Premiere Pro has suddenly stopped loading up for me. At first, it got stuck on 'Loading AEXD.aex', managed to find that this plugin was not in the normal location so moved it and thought I'd fixed it but now it's stuck on this. Tried uninstalling/reinstalling, different versions. Deleted all files and preferences and reinstalled from scratch, ran as administrator, nothing works and gets stuck at this point every time. I do not have administrator privileges in case you suggest anything along those lines.
