Premier Source Monitor not playing video...

New laptop, with higher spec than the PC I've been using to edit so should have no problems.

Source Monitor isn't playing video, only playing the audio and a freeze frame of the video, meaning it's impossible to edit!

Any ideas? Have changed GPU acceleration but still the same.

    Yes, I've removed and reinstalled/checked for updates

    • What operating system? This should include specific minor version numbers, like "Mac OSX v10.10.5"---not just "Mac".

    Windows 10

    • What kind(s) of source footage? When telling about your source footage, tell us about the codecs, not just the container types. For example, "H.264 in a .mov container," not just "QuickTime".

    Not sure how to check container, but source footage is MP4 files.

    • If you are getting any error message(s), what is the full text of the error message(s)?

    No error messages, just no video being played when playing in the source monitor.

    • What were you doing when the problem occurred?

    It has never worked properly on the new laptop

    • Has the same media with this computer system ever worked before?

    No,  but works from my PC which is same OS just different hardware specs

    • Did you update your project from one major version of Premiere Pro to the next, and then saw problems in the project?

    No

    • Tell us about your computer hardware. Be especially certain to tell us about your OS, CPU, RAM, GPU (make, model, driver version), any third-party I/O hardware (e.g., AJA, Blackmagic) and the type of media drives you are using.

    Dell Inspiron 5570. i7 8550U 2TB SSD 16GB DDR4 RAM 4GB GPU

    Have tried both options

    • Do you still have the issue when choosing Project Settings > General > Renderer > Mercury Playback Engine (Software Only)?

    Yes

    • Does the problem only happen with your final output, with previews, or both?

    I can't view the video playing in the Source Monitor after double clicking the file from the media browser

    • Do you have a crash log that you can upload (Creative Cloud or DropBox, etc.) so we can inspect it?

    No

    Have tried creating multiple projects and happens with all of them.

    • Do you have a sample video clip that you can upload (Creative Cloud or DropBox, etc.) so we can inspect it?

    Have tried with multipe video files and result is always the same
