Premier stuttering

When editing videos in 1080p videos in adobe premier every little piece of clip stutters for a few seconds then continue playing as normal. This has become a big issue when i need to cut short clips as the stuttering prevents me from finding a good point to cut. Am using adobe premiere pro cc 2019 in an hp envy notebook with core i5 5200U 8gb ram and 1tb HDD.

So... then would you say an i9-9900k and a 2080Ti is "under-powered"? Because I'm experiencing this, with 1080p footage on a 7200RPM internal drive with over 1TB of free space, and 32GB of RAM. Seems to me like it's a software issue, because it's not something I've seen before.

This 1Tb hdd is this internal or external and howmany rpm.

It could be. Laptops are often built for portability, not speed.

Your processor is also kind of borderline slow for editing. It rates a 3,400 and I usually recommend at least a 6,500-8,000 for HD editing.

But a lot also depends on what format and resolution your video is and if Premiere Elements is able to match its project settings to your video specs.

But first let's clarify the problem. What do you mean by "every little piece of clip stutters for a few seconds the continue playing as normal."

Also please clarify if you're editing with Premiere Elements or Premiere Pro?
