Hi,

Sorry for the trouble. Please go to C:\Users\<username>\Documents\Adobe\Premiere Pro\25.0\Profile-<username>\Layouts and move all contents of the folder to another location outside of the directory. Launch Premiere Pro and create a new project. Let me know if that fixes the issue. Please also mention if your Documents folder is saved on OneDrive.
