Premiere 15.4 & 22.0 "Not Responding; Freezing; Stops Working" after pressing export or CTRL + M

Hi,

I am running (Windows 10) premiere 15.4 & 22.0 (had issues with both). After selecting my timeline then pressing the export option or CTRL + M my program freezes "(Not Responding)". the export menu doesn't even pull up for me. I have tried clearing my media cache; rendering my timline before exporting; exporting from internal and external hard drive; turning on and off “Enable hardware accelerated encoding and decoding" (but that option isn't even there); restarting my PC; uninstall and reinstall premiere; creating a different project; checking the premiere compatability report. What can I do to solve this issue?

Premiere runs fine on my home system, the issue is on my laptop:

Windows 10 x64

GPU: Intel(R) Core(TM) i7-8550U CPU @ 1.80GHz 1.99 GHz

RAM: 8.00 GB

Video Card: Intel(R) UHD Graphics 620

Internal Storage: 60+ GB avalible 

All drivers, OS updates, and Adobe Programs are up to date
