Premiere 2020 using integrated instead of onboard graphics

Hi, so whenever I boot up preimere I get this message 

despite the fact that I use a 1060 with the newest drivers. Premiere instead seems to be using integrated graphics which makes the whole thing sluggish. I have enabled CUDA and have looked at the Nvidia control panel but I still get this message, what do I need to do for Premiere to use my 1060?
