Premiere 23 NO longer using my GPU

So built a new editing pc couple months ago. 13900k (quicksync enabled)  + 4070 ti. 128gb of ram. All nvme drives blah blah.

 

I heavily use warp stabilizer on all my clips. They are short (real estate). And I could stabilize a group of 10 clipsish within 3-5 seconds no problem. Then I forget when, but maybe like a week after, premiere stopped using my gpu for any rendering. It still uses it for exporting but not warp stabillizer. 

 

***Also for whatever reason, stabilizer takes like 5 minutes to stabilize a clip that used to take 2 seconds ONLY when it's my footage. Sony a7siii. I edit for a client, he has the exact same camera and his footage is fine. But mine takes forever. I don't get it, I used the exact same settings as him, tried every mode and only mine takes forever. Another client just got a new fx-3, his footage stabilizes in no time.

So 2 problems.

1.) Only my footage takes forever to stabilize. (No gpu used)
2.) All my other client's footage stabilizes fine (as in quickly) but still doesn't use gpu, and my cpu is at 90% usage instead.

 

I updated my bios to latest. I tried all diff versions of premiere and gpu driver and the igpu driver too. Tried all codec/shooting formats on my camera. No difference. So confused. So whenever I have to edit with my own footage (my own projects etc.) It is such a greuling process. I have to export the footage unstabilized, then reimport it, cut all the footage up and stabilize it. And only that way it doesnt take 5  minutes per clip to stabilize.
