Premiere 24 crash on startup

Pretty much what the title says, I also get crashes with media encoder and after-effects. It works on 23.0 but I get the same issue on 23.6.

I've uninstalled restarted reinstalled restarted. Deleted plugins from the mediacore folder, deleted the profile folder,
