Premiere automatically selects top layer on timeline

Is anyone as annoyed as I am with Premiere selecting automatically the top (video) layer every time you move your cursor on the timeline, so you need to deselect the selected segment before you can do anything else?

Is there a setting to switch on/off that I'm not aware of?

    Turn off Selection follows playhead (sequence) and/or track targeting.
