Hello, I just Installed the Trial version of the Premiere CC 2017 11.1.2 (22) to try it out, but for some reason when I hover the cursor in the timeline (where it shows the time) those weird lines appears, anyone know what could be the cause of this?

I am using Windows 10 Pro Version 1703 Build 15063.540 by the way.

Your image doesn't load, but I imagine it is a series of trailing black bars. Adobe is pretty restrictive about display scale values. Set it to 150% and see if that fixes it.

About the second part, you can exclude apps from using system display scaling if you're on Windows 10. Right-click app > Properties > Compatibility > Override high DPI scaling behavior. Scaling performed by: Application.

Didn't tried the 150% thing because even if it fixes, everything on my screen will be blurry due to the scaling, tried the trick in the properties Compatibility but it didn't work, it didn't even change the UI scale at all, I know it's because of the DPI Scaling, because when I set it back to 100% it fixes, Photoshop has an option to select the UI scale in the properties inside the Interface Tab, but I don't know why Premiere doesn't have one as well.

Alright just found out that is because of Windows DPI scale, sice my monitor is kinda small for it's resolution (2560x1080) I do use Windows DPI Scale to 115%, so changing the question, how do I force Premiere/Photoshop or any other Adobe Software to not scale with Windows DPI Scale? I can force Chrome to not scale using  /high-dpi-support=1 /force-device-scale-factor=1 in the shortcut target, but I don't know if the same parameter will work with Adobe's Softwares.

I find it best to leave Display scaling set to 100%.  If you need a larger monitor, so be it.
