Premiere Crash on launch on all versions after 23.3

Every version after 23.3 (Premiere and After Effects) crashes on launch and gives me the option to send error report (which I did numerous times). Now I made the error to try 25.1 version and can't revert back to older versions than 23.6 which doesn't launch either. AE has 23.3 installed and launches without problems.

What I've tried so far:

• reinstall, remove preferences and plugins (several times)
• remove graphics drivers including cleanup with DDU (always had AMD cards anyway)
• removie any Black Magic apps/drivers (I don't have any BM cards installed)
• Update Windows/Graphics drivers/MS OpenCL compatibility
• run as Admin
• deactivate Graphics Card for launch
• whitelist App in Antivirus or disable AV for launch

These are all the fixes I found in the forum and none of them worked.

PC specs:

Win11 fully updated

AMD Ryzen 9 3900X 12-Core Processor 32GB RAM

AMD Radeon RX 7800 XT

Crash reports are a garbled mess but I provided one as attachment.
