Premiere freezing every time I try and quit the application

Premiere seems to function normally, opens fine.  But any time I try and quit, even when I have not even opened a project, it freezes.

I have tried almost every possible solution.  I have uninstalled reinstalled premiere, I have reinstalled my OS, i have even formatted my MacBook hard drive and reinstalled the OS.  It is still freezing.

It is also generally crashing randomly, and has become super unreliable, to the point I can no longer work in it for sustained amoutns of times wihout something freezing, crashing, etc.
