Premiere hangs up when I try to inport files spinning blue circle

I've uninstalled both Abobe Premiere and Encore. Trying to install in another hard drive. Using M2 flash drive as the C drive. Trying to move to SSD 960 hard drive to install. When opening the cloud application it starts downloading before I can even change where.Then  I try to pick where it is going to install but there is no choice there.  Sure wish we could just download and install for ourselves. Instead of this silly cloud business.
