premiere ignores destination in ingest preset

I made an ingest preset in encoder, and want all files created with this to go to a specific location.  In the preset, I select "transcode files to destination" and choose the folder.

When I import the preset to premiere and create proxy, it wants to save the proxy next to media or wants me to choose a location.  The whole point of the preset is I want this location automatically selected as the proxy destination.
