Premiere is acting weird.

Question

It's very laggy. When I'm not even editing a video, my mouse stutters across the screen and when I click an item, it takes a couple seconds to register.

This doesn't happen in After Effects or Photoshop/

It feels like when a computer has like 8GB of ram and it becomes very slow. I have 32GB of ram and only using 31% with my browser (several tabs) and Premiere open. And insignificant stuff like Evernote.

I have the 32 core 2990wx, I use SSDs, and I have a 2080Ti graphics card.

I may have fixed it.  I turned off G-Sync on my monitor and the problem went away.  Anyone else aware that this can happen?
