Premiere is crashing when trying to go to Preferences window

I'm in the process of moving my Creative Cloud apps over to a new computer and they installed fine. But I seem to be having a problem with Premiere when going to the preference window. I've tried all the troubleshooting tips I know from uninstalling to reinstalling, clearing app preferences and more. For whatever reason I can't seem to get to the bottom of this.
