Premiere keeps exporting my video at some file size, regardless of my settings

I'm trying to export a video, 1200x627, h264 and the export settings say it'll be 14mbs but when I export it always goes to 1.7mb. And it's too compressed for the client. Does anyone have any thoughts?

Don't export with odd numbers, always make it even and dividable by 4.

1200 x 628.

Sometimes 'software encoding' for H.264 gets a more predictable result for size.

 

Or export a ProRes/Cineform/DNx, then use the free utility app ShutterEncoder to re-encode to H.264.  It is a 'front end' for the ffmpeg encoding app, and does a very fine job of H.264 encoding.

Can you post a screenshot of your export settings?

Here it is. Again, I've been working with Premiere for years and never had a issue and then, perhaps, with a new update something changed. Or I'm missing something - not ruling that out. Do you see anything?
