PREMIERE KEYBIND EXTENSION HELP

Hello! I'm currently trying to help develop a premiere extension that utilizes keybind functions; however, the keybind functions do not work unless the extension panel is active. Is there a way to have the extension be constantly listening for these keybind inputs regardless of what panel is active? Any info regarding this would be greatly appreciated thank you!

What you've described is correct behavior; there is no way to enable a panel to eat all keystrokes sent to PPro.
