Premiere lag from nowhere

So as the title. My premiere preview is lagging like hell. Not just the video. Even just audio. When I look at the time i can see it glitch back a little and I've tried pre rendering and 1/4 but nothing. It's impossible to edit with that.

Since you didn't address it directly, just to confirm, did unchecking Enable Transmit not work? When looking at your video, it's not lag that you're experiencing, but the playhead literally moving backwards as it is playing, rather than struggling to play forward.

It looks exactly like this issue here, and the solution mentioned worked then:

well i just changed to 2018 and i still have the lag

Latest Premiere pro, 2019. Windows 10 latest update. it's mp4 so I belive H.264. But it happens with everything. I got the error system compatibility report message. It just happened. The Media works fine, not in premiere.https://streamable.com/sv4f5

Windows 10 Pro, i5-3570K, gtx 1050 ti. 16 GB of ram.
GPU acceleration yes, never had a problem with it.
The problem still there when I use the software only
I could send you a Gmail with the videos I'm editing,

Premiere worked just fine with playing youtube and having discord on while editing, idk why it happened now

Try clicking on the spanner/wrench in the bottom right of the Program Monitor and uncheck Enable Transmit and see if this sorts your issue out.
