Premiere, Media Encoder, After Effects causing Mac to run out of application memory

If Premiere (and seemingly After Effects, or Media Encoder) is left idle for a period of time, I get these "Your system has run out of application memory" messages.
I assume this is a memory leak issue? Why is this happening? I have litteraly tried almost every possible solution including:
- resetting preferences
- deleteing cache files
- reinstalling all the apps
- using adobe creative cloud cleaner tool
- reinstalling Mac OSX
- formatting my hard drive and reinstalling Mac OSX
- having adobe support control my computer
I also cannot quit Premiere or After Effects without them freezing/crashing and then having to force quit them. What is happning here? Can this be fixed? I can't get any work done without constantly worrying if my projects are going to crash or my computer is going to explode.
