Premiere not switching over from Source Monitor to Program Monitor

When you cut a clip from the Source Monitor into a sequence, isn't the default behavior that Premiere switches over to the Program Monitor so you can see what you're doing? For some reason, Premiere stopped doing that on my home laptop as well as my work computer. It makes it where I have to keep hitting my keyboard shortcut to go to the Program Monitor every time I cut a clip into my sequence. 

 

Can anyone help me with this? It's driving me nuts.

I always keep them in separate panels. But I see there is a preference that appears to be off by default:

 

Edit -> Preferences -> Timeline -> Set focus on Timeline when doing Insert/Overwrite edits

The description isn't exactly intuitive ("Set focus on Timeline when doing Insert/Overwrite edits"?) but now I no longer feel like I'm going crazy.
