Premiere Pro 14.1.0 Build 116 Magician - won't link or replace or load footage

Just downloaded the latest version of PP 14.1.0 - 116.  Opened existing project and all my footage is offline.  I've seen this before when upgrading, so I went to re-link the footage.  First, found the mouse left and right buttons are reversed as are the 'return' and 'enter' keys.  Navigate to the footage and 'Locate' it, click to re-link and get an error message 'The importer reported a generic error'.  So, I back out of that and try to 'Replace footage'.  The browser opens and I go the folder/file.  The footage is there, of course, and will play in the window of the browser.  But, I get the same error when I try to import the footage.  So, I'm shutdown again with another upgrade that doesn't work out of the box... not the first or the 5th time.

 

MBP - 15-in, 2019, Catalina 10.15.4, 2.4 Ghz i9,  32 Gbs. 

 

Re-installed 14.0.1 - 71... everything is back.

14.1.0 has same problem as 14.2.0.  Re-installed all the way back to -14.0.0-572.  Still had to re-link both of the HD file sets.  I'll try working through the 14.0.x to see where it begins to fail.

UPDATE: I've done all the suggestions, checked permissions, cleared media cache, etc.  The problem has evolved... Re-installed 14.2.0-47 and some of my video has returned... the 4k tracks (did I mention this is a multicam project).  I have video that is 4K and some that is standard HD (1080p).  Well, the 4k tracks have returned, but the HD video has not and will not re-link.  So, 3 of my 5 tracks work.  The two missing tracks are Quicktime .mov.  But so are 2 of the 4K tracks.  The other is 4K MPEG 4.  Not sure where to go next.  Re-installing 4.1.x

This kind of issue is typically between the OS and the specific version of Premiere. And can happen both in Windows and Mac OS's. I've had this happen both from installing a new version of Premiere or updates to the OS ... more often, it's started because of an update to the OS.

 

In Windows, this is frequently solved by setting the Premiere version to "run as administrator" or setting the permissions of Premiere to open more things. I've seen there is something similar in the Mac OS.

All users (System, admin and everyone) have 'Read & Write' permissions.  For now I'm finishing my current projects with 14.0.1.  I'll try 14.1 when I have some time.  I'll try Ann's solution, too.
