Did you try updating to the latest NVIDIA Studio Driver?

Driver Version: 457.30

Try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

Make sure to use a Studio driver, not a Game Ready driver.

8GB RAM is not much for Premiere Pro.
