Premiere Pro 14.8 Major Export Issues

NVIDIA Studio Driver 461.40 (released 01/26/2021)

CPU: Intel 8-Core i9 Processor

GPU: NVIDIA GeForce RTX 2060 

RAM: 64 GB

When trying to export h.265 footage, I am encountering errors where the audio is exported perfectly but the video is exported as a freeze frame. I have tried everything. Restarted computer, rolled back to previous versions of premiere, installed previous versions of NVIDIA game ready and studio drivers, cleared media cache, started new project, started new sequences, everything. I have never had this issue before and I am wondering if others are experiencing bugs like this.
