Premiere Pro 14.8 randomly freezes, stuck on export

Hi, 

I'm using Premiere Pro 14.8 on a Windows 10 computer. Sometimes the program freezes when I export a video, which seems to happen randomly as I exported in 720p consistently successfully, but it got stuck exporting in 1080p and 480p. Then I have to power off and restart the computer because the whole thing is unresponsive. Same thing is happening in Premiere Rush too (freezing upon export).

Tried switching out the graphics card with a GTX3080, which worked fairly smoothly. Suspect that it's a problem with not having enough VRAM (only 2gb) but would like to hear confirmation or other opinions. Also tried using the Adobe Uninstaller cleanup tool.
