Premiere Pro 15.0: scrubbing thorugh a clip on the timeline, the audio fx are not applied

One weird issue that is happeneing on this new release is that when I am scrubbing thorugh a clip on the timeline the fx are not applied to audio.

I am wokring on a series of dubs and the into mucis for the show has all come in super hot. I have adjusted this but when I am scrubbing through the film to find a new in pint for antoher eit, i am blasted by the music track playing out at 0db, instead of -12db where I have set it. What is that all about?
